Jharkhand allocates funds for non-existent legislative council

RANCHI - The Comptroller and Auditor General Report (CAG) says the Jharkhand government allocated funds in its annual budget to an upper house of the state legislature when no such house exists.
The CAG report for 2007-08, which was tabled in the Jharkhand assembly Feb 26, says the state government allocated Rs 23.31 crore for a non-existent legislative council. In the same financial year, Rs.1.09 crore of this was shown as “unspent” and Rs.1.1 crore deposited in the state treasury.
The CAG report raises the question of how funds were allocated for a legislative council that does not exist. It asks how the money was spent.
Opposition parties have now sought an inquiry into the matter.
In response, Chief Minister Shibu Soren said he would look into the matter, especially the financial mismanagement raised in the CAG report. “We will look into the issue and find out the facts,” Soren told reporters in Bokaro Wednesday.
