RIO GRANDE CITY, Texas - Upstream communities began to assess the damage Friday wrought by a Rio Grande that jumped its banks in the Texas city of Laredo, while down river people marveled warily at a river that bore little resemblance to the lazy waterway that usually divides border cities.

NUEVO LAREDO, Mexico - Reservoirs along the Texas-Mexico border rose to their highest levels in decades after days of drenching rain, forcing officials to close two border bridges Wednesday, dump water into flooded rivers and evacuate tens of thousands from homes as a new storm headed toward the region.

NUEVO LAREDO, Mexico - More than 18,000 people were evacuated Tuesday from a town in northern Mexico that was flooded after authorities opened a dam's floodgates for fear it would overflow from rains that accompanied Hurricane Alex.
